About Child Impact Statements (CIS)

The Shelby County Government recognizes that child well-being affects all sectors, impacting our community’s current quality of life and its future viability.

In February 2008 the Shelby County Commission approved the use of child impact statements with proposals concerning safety, health, education, land use, and any other matter reasonably affecting children. Child Impact Statements aren’t merely end-stage screening tools in deciding whether a policy is “good” or “bad”  but more about offering  frameworks for thoughtful decision making, informing the legislative process from the beginning stage through the end.

Why use Child Impact Statements?

• Children are disenfranchised. Although children are recognized as citizens in their own right, since they cannot vote they are largely excluded from the political process. ...
• Our government structures and processes can sometimes fail children. ...
• Children are disproportionately affected by government policy and provision. ...
• Good policies which have a positive impact on children today are an investment in our future. ...   Learn more.
